I have gone to Europe many times with only a backpack. I have a dress from Macy's that is cotton/polyester with a nice black and white print and belt detail. Perhaps you were not interested in the details of it however, my point is that it's a really nice dress that is next to impossible to wrinkle and can be used for a variety of occasions. Places like the Gap make these great shirts in different sleeve lengths that are made to layer and are really comfy. A light pair of tightly woven pants (even ones that can be part "zipped" off to make shorts) can block out sun and cold and a few different tops work well. A fitted dress that can wear a shirt over it to look like a skirt and blouse is another option.
